No, both are not always required .

• An Income Certificate is usually required to show your family income for reservations or fee concessions.

• An EWS (Economically Weaker Section) Certificate is specifically for candidates claiming EWS reservation .

So, you only need the EWS certificate if you are applying under the EWS category . Otherwise, just the Income Certificate may be enough if the rules ask for proof of income.
