Mostly, the GATE Organizing Institute will decide whether to change the syllabus or not. Right from 2015, there hasn’t been any major changes to the GATE Syllabus, however few changes where made accordingly along with new papers too. but now from next year syllabus of maths may be change hope you understand please upvote it

There will be no major changes in the GATE exam syllabus. All those minor changes are also not a big deal because they are just due to the advancement of technology , new techniques introduced to the syllabus or things of that sort. Graduate Aptitude Test for Engineering (GATE) is conducted by the Indian Institute of Science (IISc) and Indian Institute of Technology (IITs) in rotation.Based on the choice of Undergraduate degree stream and the Post Graduate stream, candidates must select one of the 24 papers available in GATE. The syllabus and other Major details regarding the GATE exam will be available in their official website.

As of GATE syllabus does not change every year. Although it changed a bit 2 years ago the soul of the exam remianed same. Consisting only minor changes its safe to say that gate syllabus haven't changed much since 2012.
