According to my knowledge usually mess fees is included in the hostel fees but there might be some exceptions. Its depend upon college to college. Mess fee is the fee for the food you will eat in the hostel whereas the hostel fees comprises of all the facilities you will use eg: AC/Non-AC room.

the fees for hostel and mess usually depends on your respective college. But in most cases, the fees for mess is included with the hostel fees. The fees for laundry is also included with mess and hostel fees.
