They do matter as they give you an idea about the institute and how is the performance of the institute in various areas. So if you came across a college with very low NAAC score then certainly it is a sign that the college is not good enough. However, if the score is above or equal to 3 then it is okay, but below that then you must consider contacting the alumni of that college to get a clear picture. But such low ratings suggest that the college is not very good.
