States like Uttar pradesh, karnataka allow candidates from other states in their counselling. But if you are from other states and are applying in other states like up you are only eligible for management seats in private colleges. 

According to my suuggestion if you want to take admission in state other than your domicile go by all India quota for government or private seats.
