RBA stands for Resident of Backward Area. OBC stands for Other Backward Castes. Yes, Resident of Backward Area (RBA) comes under under OBC. OBC and RBA are same categories.

Candidates can obtain RBA Certificate from Department of Welfare of Backward Classes by visiting and apply at Block Office/ Revenue/ Thasil  or Respective Office. If candidates are eligible for RBA Certificate then they'll give them RBA certificate.
