Yes, RBA falls under OBC. OBC and RBA are same categories. RBA stands for Resident of Backward Area.
You can obtain RBA Certificate from Department of Welfare of Backward Classes by visiting and apply at Block Office/ Revenue/ Thasil or Respective Office. After the formal procedure and if you are eligible then they'll give you RBA certificate.
