A heterogenous solution is the one where you can see the particles and thus, they seem to be in different phases and are not uniform. Now, homogeneous solution is the one which exists in a single phase and is uniform to look at. Now, since, saturated sugar solution looks the same throughout, thus, it is a homogeneous solution.
