Schools do not return students birth certificate after completing standard x. They just provide school leaving certificate . But the schools can not withhold your certificate. You can get an order from the appropriate court with a mandate to school to return your certificate.

Secondly we can be issued as many copies of birth certificates as many one can apply. We must apply for minimum five copies of it as it is required at many places in life of an individual.
