Domicile certificate and category of candidate is not linked, if you are a candidate in need of selection on the basis of local quota (state counselling)

then yes you have to give domicile certificate  . If you are a candidate in migration and parents are of the residence  belongs to the state where you are wishing to pursue your counselling or your permanent residence is different from your present living area you have to provide the domicile certificate.
