Hello Mahesh,

In order become an IAS officer in India, you must write and qualify UPSC exam which is also popularly known as IAS exam.
In UPSC main written exam there are 9 papers and one of the papers is English.
If your score in the main English exam is 25% then the rest of the paper wouldn't be checked.

In 2011 ,The Union Public Service Commission (UPSC) announced that aspirants for civil services in India can now give their personality test interviews in a language other than English or Hindi.

i.e. you can give interview in other languages than English or Hindi.
But English is preferred for both written as well as personality test interviews For both written tests and personality test interviews.
