After doing electronic and instrumentation diploma from a recognized institution,  you can apply for Lateral entry in B.tech anywhere in the country but yes government colleges are limited.  I am guessing you are willing to do it from west Bengal only. So the two Government colleges who provide Lateral entry for Electronic and communications Engineering are
