Yes the cutoff marks and ranks changes every year depending on difficulty of paper,  no. Of candidates , no. of seats and other factors. You haven't mentioned the exam name of which you wanted to know the information. But I would tell you this year almost most of entrance exam cutoff are higher than last years like  neet, clat, jee and other exams.
