The rank at a particular score keeps on fluctuating every year. It mainly depends upon the difficulty level of the paper. Easier the paper, greater are the marks you need to score in order to achieve a good rank. The cut off score decides the rank at your score.

cut off totally depends on the difficulty of the question paper & only after that rank can be decided. 

Every year the cut off varies drastically especially after NEET has come into play
