hello dear,

Migration certificate is requried when you change from one board/university to another board/university . But Leaving certificate is a certificate which you get from the last institution to join in a new institution . Its very important for further studies .

Migration certificate is issued by any educational board it gives you permission to get admission in another institution or any education body.board gives statement that they have no problem if you are taking admission anywhere. Only your education board has authority to issue it.
