Definitely, you need to select three options. Because if suppose the first is full filled by the remaining members, then they'll allot YoU to the 2nd one like that.
Mostly, they'll allot you to the 1st one itself.

You have to fill the choices for all the three cities and please fill the choices the order in which you want because they will allot you the examination centre on the best possible scenario that is the minimum distance possible from your home.
This is compulsory because in case if the number of candidates become more than a sitting capability of some City then they have to a lot you to different examination centre according to your choice

Yes you have to compulsorily select 3 cities because if the city you have higher in preference order may be the choice of others too or no of candidates appearing over there may be more ,so it would be difficult for board to assign you that center,in that case you will be given your next choice of city subject to availability
