OCS certificate means other category means general candidate but obc means other backward classes certificate. Between the both have difference that OC is certificate is not for reservation category but OBC certificate is  for reservation category and can claim a 27% of reservation in any category of government service.

So both the certificate has difference in value not of the same  value at all.
