The difference between Government and Governance is:

Government-Government is a set of people who are formulating laws and regulations for us in order to maintain law and order in the country and also to look into the grievances of people .It consists of permanent as well as temporary members.Permanent is the bureaucracy who works in the background in various ministries and government departments,example civil servants.Temporary includes PM,CM,etc.

Whereas governance means the way in which government is ruling or rather looking into the matters of the public ,the way they exercise their power is governance.
