Its very simple.
12 is considered as junior college and graduation means bachelor's degree.
Bachelor's degree in any field.
For commerce graduation means B.com or BBA
For science field graduation means B.Sc B.tech, B.E or MBBS
For arts B.A

U need a bachelor degree for graduation

After passing the Higher Secondary Examination (the Standard 12 examination), you may enrol in general degree programmes such as bachelor's degree (graduation) in arts, commerce or science and become B.A., B.Com or B.Sc graduates or join in professional degree programme such as engineering, law or medicine.

Graduation means you have to do higher studies after the class 12 like BTech, BSc , BA, etc.
After completing these courses, you will be called as a graduated student.
After completing the graduation you are eligible to apply for the most of the government  jobs.
