You must Give both the exams Gre and Toefl to do MS and TOEFL isn't required if you're the US Citizen and there are only a few colleges accept either Gre or Toefl.

GRE scores are used for screening candidates for Masters programs abroad. TOEFL is an English Language Proficiency test. The TOEFL scores are used to prove your proficiency in the language of instruction of the program you are applying to in the in the institute you are applying to.

Both the scores are required for students aspiring to do an MS abroad from the top institutes. Some universities do exempt candidates from providing the GRE score.Also, instead of TOEFL some universities may ask for TOEFL and/or any other test score like GATE or GMAT.
