You can change the colleges. But you will have to pay the entire course fees to the present college as they are losing a potential candidate for the rest of the course. Not only that the college you want to move should have an opening and they should be willing to consider you for their 2nd year. For this, you will have to talk to the Administration of the new college that you want to attend. Not forgetting, you also have to pay the new college fees from the 2nd year. So, in short, you will have to pay your fees twice for 1 course.
