The scenario mentioned by you would have happened because of some internet connectivity or glitch on website. And now since the KVPY dashboard is showing payment unsuccessful , you can try contacting KVPY committee or your bank(since sometime the amount actually gets deducted from bank account but because of the midway glitch it never reaches to the destination).

And to contact your bank you can either send them mails or visit the your bank's office physically.
