hello, I'm a 2020 pass out BE student and I'm having one backlog in the 7th sem can I apply for upsc and KPSC prelims ?as backlog exam will be conducted on feb 27th 2021 and I would clear my backlog.

As of now UPSC official notification isn't released but if we go through previous ones then those in the final year or yet to complete their graduation are eligible to apply on provisional basis, but the only condition is if they qualify the prelims then they have to show the proof of their qualifying examination along(and it should de dated prior to DAF), you will be required to submit this along with detailed application form-I for appearing in Mains, failure to do so will lead to cancellation of their candidature, as you said your exam will be conducted on 27th Feb, and UPSC Mains for this year is to be conducted in the month of September, and by that time you should have the results, the same hold true for KPSC also, candidates can apply on provisional basis, you should check out the official notification also once it gets released in both the cases.
