BOSSE, or Board of open schooling Sikkim is a recognized education board by the government of India. So,
Yes, you are eligible for the NEET examination.
The eligibility criteria for the exam, NEET 2023 is as follows

The candidate must have attained the age of 17 years as on 31st December 2022.
The candidate must have passed his 10+2 or equivalent with Physics, Chemistry, Biology and English as core subjects from a recognized board which in your case is BOSSE.
