Chances with CSE branch are less as cutoffs majorly below 1000 ranks under CRL.
However, tou can surely convert IIT jammu.

Chances good with IIt Dharwad and IIT Bhilai.

You can expect EEE and Civil engineering for majority of IIT.

IIT GOA
IIT DHARWAD
IIT JAMMU.
