With tha rank and percentile, I wouldn't keep many hopes up for my admission in any government college unless you are a recipient to the privilege of reservation.

You might keep yours hopes hanging in the counseling process of the said examination and try the best college you can make out of it, which is highly unlikely to be a government college.
