For fee reimbursement you need to have income certificate obtained by the mee seva of the respective state with specified validity announced by the state government.

I guess you won't recieve scholarship/ fee reimbursement from Telangana Govt but then AP govt shall give you the scholarship. Furthermore, in case you are not eligible for state govt scholarship, try for central govt's merit based scholarship which is lesser in amount but still something to cheer about.
