You can study abroad, Yes.
Let me clarify by saying that IELTS is just an exam, clearing which makes your chances of getting an admit in foreign universities higher. Some universities even make it a compulsion to have certain score in the exam to be eligible.

So bottomline, yes you can go abroad.
And no, it doesn't completely depend on IELTS.
