Anyone can apply for an open category position. Wherever there is a reservation, some seats are retained for the reserved category, such as SC/ST/OBC, and others are preserved for the open category, which means that anyone, whether General or SC/ST/OBC, can apply. In an open category, caste/social standing is irrelevant.
