As per last year cutoff ranks at GEC Raipur, the closing rank in OBC Category for B.Tech in Civil Engineering was exactly 1000. So with a rank of 3090, you have very low chance to get Civil Engineering at GEC Raipur.

Further if you look at previous year closing ranks of Civil Engineering in OBC Category were -

882 at GEC Bilaspur

1662 at GEC Jagdalpur.
