The answer to your question is unfortunately "no".

That is because, there are only two ways to gain admissions into the undergraduate degree course of most colleges:

• Get admissions just after completing your class 12 exams
• Get a diploma and study in that college from 2nd year onwards. 

Because, your query satisfies neither criteria, I am sorry to say that you cannot join BE Civil 3rd year in KKC College of Engineering.
