Hello friend, Generally colleges don't allow the students to appea directly in second round of counselling, if they have not apperared in the first round. Sometimes when the colleges's seats remain unfilled then the do a spot round in these all students can apply, but this depends on college administration wheter the want to do a spot round counselling.
