Hello,
According to the rules of JEE seat counselling Authority, students with categories have to produce Certificates with current valid dates. So if you have OBC-NCL certificate dated Feb of 2019, you need to renew your certificate, however renewal process takes maximum of 7 to 14 days.
But if you want to continue with General Category like you said, you can simply get your seat with General category.

Yes, you can go with category in that case if your OBC NCL certificate is valid for 3 years starting from Feb 2019.

Only in case NTA allows students to change from General to category while Advance form updation.

If you have applied under general category then whether you make your certificate or not your rankings will be based on general rankings.

Yes I will get ranking based on gereal rankings but for further JEE advance can I change catagory? I got 96.80 pr in JEE mains Jan 19. I asked NTA while applying for Mains Apr19 but they refused to change catagory I have that mails too.

you will be considered as general because while filling the jeeadvance form your details will be the same as you have filled in jee mains. As your login will be done by your jeemains rollno. And you have to upload only the scanned copies of documents they ask followed by payment.
So pobably answer is NO.

IS there any chances to chagne that should I ask to JEE adance conductor regarding these? or any other sourses?

While uploading the documents they ask for uploading category certificates( if any one posses). So you can try asking the jee advance conductor that will they allow if you upload the certificate or not .
Moreover dont expect too much just give a try.

Dear candidate, as per my knowledge, for admission to any Central Govt Funded Technical Institutes (GFTIs) during 2019-20, one needs Central OBC Non Creamy Layer Certificate valid till March 2020. Normally Central OBC-NCL is valid for the year in which it is issued. And State OBC-NCL is valid for 3 years which is required for taking admission in your home state colleges. If currently you are not having the valid certificate, You can give undertaking to upload the same by 05 Jun 2019, format of which is available on JEE advance site.
