Hello,
According to the rules of JEE seat counselling Authority, students with categories have to produce Certificates with current valid dates. So if you have OBC-NCL certificate dated Feb of 2019, you need to renew your certificate, however renewal process takes maximum of 7 to 14 days.
But if you want to continue with General Category like you said, you can simply get your seat with General category.

If you have applied under general category then whether you make your certificate or not your rankings will be based on general rankings.

Dear candidate, as per my knowledge, for admission to any Central Govt Funded Technical Institutes (GFTIs) during 2019-20, one needs Central OBC Non Creamy Layer Certificate valid till March 2020. Normally Central OBC-NCL is valid for the year in which it is issued. And State OBC-NCL is valid for 3 years which is required for taking admission in your home state colleges. If currently you are not having the valid certificate, You can give undertaking to upload the same by 05 Jun 2019, format of which is available on JEE advance site.
