This is total false, As clearing GRE is the minimum requirment for studing outside India. Also there miht be some institutes which conduct there own exam for admissions, these institutes are very few. But GRE is the genraly excepted exam abroad. and if there are institutes which give admission to GRE failed students, then you can yourself know what will be quality of such institute.

I am sorry to tell you that, studing in US or Canada require a standard score in GRE. If your score is low, then its not possible to study abroad. As your score is everything that is required.
