The chances are bleak.
The minimum score required is 6.5, but that's only a requirement. To increase chances of getting an admit, you should target a score of at least a point above the minimum required score.
And English is just a language, it can be learned, improved. So don't give up, and you have this wonderful platform to ask questions whenever the need arises.

Plz mention which PG program you are looking for. 

Some of the colleges in Canada do accept IELTS band of 6. But I will suggest to at least try getting a band of 6.5 or more.
