If there will be winter season they will provide all the students with hot water. 

And you will be allowed to see the rooms and washroom when you will go there for hostel allotment. 

So don't worry you will get hot water in your hostel definitely.

Well to be honest, all hostels provide these facilities. You will not be having a separate washroom attached to your room. It will a common washroom and hot water facility will be available in the winter season only. I hope this information was useful to you!
