Yes definitely, you can use a mobile phone in hostels as it is okay to use the phone because students can call their parents, teachers and friends. Also, some students don't have laptops so they can do their important work from mobiles phones only. So the phone is a must in hostels but in some hostels, it is prohibited like there is a Gurukul in Mathura which does not allow their students to carry mobile phones with themselves and also in boarding schools too.
