The college fees depends on the college you opt for. The hostel fees in major colleges usually vary around 20000 per semester. And the semester fees for the course specifically Civil Engineering as in your case would average aroung 60000.

Although there are colleges which cost about the amount you mentioned. Your best shot would be a government college through your state's affiliation.
