How and where can a foreign student apply for seats after passing NEET-PG exam?

There is nothing in the official brochure of AIIMS PG explicitly about it. But as per NEET PG brochure for instance say about the matter- 
"Indian citizens or overseas citizens of India who have obtained their Primary Medical Qualifications from Medical Colleges outside India should have qualified the Foreign Medical Graduate Examination(Screening Test) which is conducted by National Board of Examinations. Further, they should have been registered with MCI/SMC and should have completed their internship or likely to complete their internship on or before 31.03.2019(suppose he/she will appear for NEET counselling in 2019). 
Foreign Medical Graduates are required to bring their FMGE Pass certificate issued by NBE on their testing day.

As per that you should also be eligible for applying all the AIIMS PG colleges  if you meet this above mention criteria . As per regulations of MCI for PG admission Every student, selected for admission to a Post Graduate medical course in any of the medical institutions on acquiring MBBS Degree or an equivalent qualification there to shall have obtained permanent registration with the Medical Council of India, or any of the State Medical Council(s) or shall obtain the same within a period of one month from the date of your admission.

there is nowhere written in Eligibility criteria for NEET PG for foreigners that they need to pass FMGE. ELIGIBILITY CRITERIA FOR FOREIGN NATIONALS IN NEET-PG 2019.It is not mandatory for foreign nationals to have temporary registration with MCI at thetime of writing NEET-PG. Foreign Nationals can write NEET-PG without MCI registration.The Medical Council of India may, on payment of the prescribed fee for registration, granttemporary registration for the duration of the Post Graduate course limited to the medicalcollege/institution to which he/she is admitted for the time being exclusively for pursuingpostgraduate studies. Provided further that temporary registration to such foreign nationalshall be subject to the condition that such person is duly registered with appropriateregistering authority in his own country where from he has obtained his Basic Medicalqualification, and is duly recognized by the corresponding Medical Council or concernedauthority.”4.2 Candidates found to be ineligible at any stage of NEET-PG 2019 will not be permitted toappear in the examination and/or counseling. In an unlikely event of any ineligible candidateappearing and/or being successful in the NEET-PG 2019, the results/ candidature of suchcandidate shall be cancelled and/or are deemed to be cancelled.4.3 Requests for appearing in NEET-PG 2019 from candidates completing internship after31st March 2019 or having qualifications that are not recognized as per IMC Act shall besummarily rejected. Candidates are further advised not to canvass for the same.The cutoff date for completion of internship towards determination of eligibility forappearing in NEET-PG 2019 shall be 31st March 2019.
