MS is done in aboard. you can choose it if you do 2-3 research work in the same domain and make it published in research publishing organisations like IEEE. you can make a CV and a cover letter  which states your potential and reason why you should do MS in that domain.

You have to pass all the screening tests and show you are enough capable to pursue the course then you can do MS in aboard for a domain you are interested.
