If you have completed your diploma you can apply for lateral entry in btech.Each and every state conduct such exams for diploma students so that they could join b.tech.You appear in those exams and according to marks you will have to go for state counselling and then you will get college based on your merit.

Try to find out from your senior/teacher that which exam your state conducts.
