Dear Vaibhav, Karnataka is an Open State which means you do not need Karnataka Domicile to apply for their State Counselling. Having said that, Karnataka NEET Registration and document verification process for both Domicile and non domicile candidates has been closed. Now you can neither register nor get your documents verified which means you cannot appear for State Counselling.
