You have not mentioned whether you got seat through All India Quota Counselling or State Quota NEET Counselling.

If you have got seat through NEET Counselling Round 1 then you can get refund of the amount of the security deposit you paid. You can upgrade your seat in Round 2 if you wish.

If you have alloted VSS Medical College, Burla in round 2 then if you wish not to join then you can leave it without joining. If you join then you can't get refund. If you have not reported the College then you can exit with Forfeiture of Fees.
