Yes,you can apply if the eligibility criteria is satisfied

Tamil Nadu domiciled candidates should have appeared any of class VII, IX, X, XI, and XII or any equivalent examination outside the state, so they can also apply provided they enclose the certificate of Nativity in electronic form/ digitally signed e- certificate.
