Generally, all candidates who receive a rank of fewer than 10,000 are given a free seat by the TS government. Therefore, your commutative weightage should be between 62 and 65 in order to achieve that level. Your EAMCET score should be 80 or higher, and your IPE score should be closer to 9.8 in order to keep that weightage. Depending on how difficult the exam is, these numbers might change a little.
