To answer you question, ICAR- Indian Council of Agricultural Research examination is only for agricultural colleges all over India, it doesn't provide admission to Veterinary and Animal Husbandry, i.e, B.Vsc colleges.

To get admission in B.Vsc colleges one can give AIPVT conducted by veterinary council of India. Or opt for state conducted Veterinary examination.
