pls mention the university/entrance exam whose councelling you are referring to.

usually there are three rounds of councelling.

after the three rounds of councelling, there is usually an on-spot councelling for the left over seats.

once you freeze your seat in one round of councelling, you cannot participate in subsequent rounds by freezing seat in one round.
