Admisson to a programme in Norway requires an A or a B grade on the master’s degree. In Norway the universities and university colleges use the ECTS grading scale. An A would put you in the top 10% or so, a B in the top 25%. There are, however, big differences in according to which criteria these grades are awarded. The national system is very vague. Sometimes exceptions are made (i.e. accepting a student with a C), but that is ususally done if the student has significant other merits. It happens quite seldomly.
