if you are taking any coaching from any particular institution then internet is not that mandatory, a mobile internet will be enough. but if you are preparing by self study than internet is really important as there are many good lectures are available on youtube. and you need to give many test series to crack exam. a jiofy or local internet connection will be good.

Hope you are doing well. You can prepare for the UPSC exam by both using books or watching videos on internet, download the contents from the internet, solving quizzes on the internet available for the preparation purpose or you can go to any coaching centre for the preparation also. Though internet would be a better option as that gives you more to learn and also provide flexibility in your schedule.
