B.tech performance does matter a lot for an MS. There are a number of parameters which the universities take into consideration while assessing a candidate.

Universities can judge a candidate on the following parameters-

1) GRE/GMAT score

2) TOEFL/IELTS score

3) Work experience

4) CV/ Resume

5)Projects you did.

6) Extra curricular activities (sports, leadership positions, etc.)

7) Letter of Recommendations

All above points should be described on your Statement of Purpose(SOP)
